Child support goes towards the day to day living expenses for the children. This includes the basic necessities, such as food, shelter and activities.
Since summer camps are not a necessity, you cannot force your former spouse to pay for the summer camp. However, it depends on what is stated in your stipulated judgment. Each parent may be responsible for one half of all mutually agreed upon extracurricular activities for the children. If you both agreed to enrolling the minor child or children into summer camp, each of you would generally be responsible for one half of any and all expenses related to that summer camp.
